Walrus's website says it was created by Mysten Labs. The site's FAQ says each stored blob gets a unique ID that is recorded on Sui, and that storage nodes also post a proof on Sui that they are holding the data. Walrus docs say Walrus depends on Sui to track blobs, their owners and their lifetimes, and that Walrus binds blobs to objects on the Sui blockchain.
